You can upgrade to a 15 Users, 30 Users or Unlimited license at any time - all data is seamlessly upgraded. Please note that upgrading your license does not extend the maintenance and Starter licenses are not upgradeable. If you are using a Starter license and wish to move to a higher user tier you can purchase a new commercial license.
